Depricating Legacy Vacancies and Flows from the Top-Menu

Expected release date: 9-FEB-2025, PLANNED
For accounts where Legacy Vacancies are no longer used (or were never used), we will remove the Vacancies and Flows options from the top menu bar. Making this change will not impact account management, since these options are not relevant for the impacted accounts.
This will:
- Improve clarity for customers
- Reduce clutter in the navigation
- Avoid confusion around features that are not in use
